Performance improvements to the Rule view

In a recent update, we improved the performance of loading our rules view. Instead of attempting to load the entire list of rules in one go, we load more rules as you scroll down in the list of rules.

If you are filtering the list by searching with a rule name or a use case, the list of rules will load any matching search results. If there are more results than can be shown on the screen, scrolling will load more results.

When selecting all rules, we will select only the visible rules in the list, so that any bulk action you perform will only affect the rules you see in the view.
